Rosa M. Payne, 76, of Laredo, Texas, passed away peacefully on Thursday, April 13, 2023, surrounded by her loved ones.
She was born on November 12, 1946 in Laredo, Texas. She was the only daughter of the late Celestino and Hermelinda Collazo. She had two brothers, Brigido Juan Collazo and the late Jose Luis Collazo. She was known affectionately as “Nani” by her loved ones.
Rosa was a graduate of St. Augustine High School and Texas Women’s University where she earned a Bachelor’s Degree in Education. She was an educator for 50 years. She touched many students’ lives throughout her career in Weaverton ISD in Kentucky and Laredo ISD.
She lived a full life and was loved by many.
She is preceded in death by her parents and older brother.
She is survived by her loving husband, Larry E. Payne; daughters Nissa (Robert) Cerna of Laredo and Tessa (Dan) Ramos of El Paso, Texas; grandsons Evan Payne Cerna, Tyler Paul Cerna, Joseph Daniel Ramos, Matthew James Ramos, and Daniel James Ramos; brother Brigido Juan (Cynthia) Collazo, and numerous nieces and nephews.
A brief memorial service will be held at Fred Dickey Funeral Home on Monday, April 17, 2023 at 5:00pm. A rosary will be held at 7:00pm.
In lieu of flowers, the family would appreciate that donations be made to the American Cancer Society.
The family would like to thank all the doctors, nurses, and staff who treated our beloved Nani. A special “Thank You” to all at Fred Dickey Funeral Home for their compassion and service.

Rest In Peace my beautiful friend. It is with a sad heart that I received the news of the passing of my wonderful friend, Rosa. Larry, Nissa, Tessa and grandkids….remember that she lives in you. Now you have an Angel in Heaven to bless you and watch over you just like she did when she was here on earth. Her love for you all will be your strength. Our Precious Lord will see to that. We continued our friendship as she dedicated many years of service at Ligarde Elem. Special Ed. & I at KAWAS Elem. Sp. Ed. She was such a beautiful, elegant & sweet person!!
